Answer: This vendor is one of the most dishonest companies that I have experienced. They have known since August 2013 that it is only one box, but yet they will not correct their listing, instead blaming it on Amazon. Don't do business with them.
Answer: By the price I suspect it is just one box. Heads up, this tea wasnt pleasant. I threw it out.

An OK tea ... it has a vaguely musty smell but the aftertaste of the cinnamon is nice and ultimately saves it. It's not too sweet (like so many herbal teas with "natural flavors" added), so it's calming to the palate. Just a pleasant hot sip when I want to relax.
